The end result should be:

public projects are public, even vor anonymous.
project viewer, can view project where he has rights for
global viewer group can view private projects
project editor, can view and upload projects he has access to
global editor group can upload projecst
admin can do everything

this probably needs an app internal ui to be properly manageable. and goes along with #12.
