Implement delivery sinks behind the existing notify.Notifier seam; the prototype only logs.

  • SMTP sink (config: server, from, auth)
  • Webhook sink (config: URL, secret)
  • Render a real payload file/URL for notifications.payload_path
  • Notify cadence: per-finding vs digest vs threshold (§11.6)
